Difficulties Persist for Relief Supplies in Gaza City Regardless of Truce

While the border entry point at the Egyptian border opens this week, relief agencies face substantial difficulties distributing assistance to the northern region, the territory hardest impacted by starvation, analysts state.

Transportation Challenges

Primary highways are practically blocked due to widespread damage across the war-torn region – or remain under the control of military units. Any truck that malfunctions is almost certainly immediately stripped.

Zikim, the main entry point to the northern territories, damaged by 24 months of fighting, has been closed for many days, and authorities have informed humanitarian organizations in Gaza that there are no immediate plans to reopen the entry location, according to humanitarian staff.

Destruction in Gaza City

The main city was the target of a major Israeli offensive initiated in August that was still under way when the temporary truce was agreed upon recently.

Devastation in the northern area has been massive, with whole settlements including local municipalities and Beit Hanoun in destroyed as well as many of the peripheral zones of the main city.

"Any activation of a border point into Gaza is positive, but we need to guarantee we can reach people where they are," said an experienced official from an international NGO.

Relief Conditions

Observers said many of the roughly 300,000 people who have returned to the north from the overcrowded coastal zone where they had been sheltering during the military operations were now "staying" among the destruction of their homes, often without any protection and with scarce food or water.

An official from a humanitarian body said the devastation in northern Gaza was "shocking".

"It is block after block, building after building ... there is extreme need for clean water. The situation is dire. We must have every border point open," the representative, who was in the northern city recently, stated.

Insufficient Entry

An organization head working from the urban center said the needs in what used to be the area's thriving business and community focal point were "immense".

"We see this optimism and optimism but there needs to be quick improvement on the crossings. We didn't witness any significant change on the situation yet," the representative commented.

"We are still getting a small quantity of aid [and] we are now commencing to comprehend the extent of damage. Multiple thoroughfares are completely covered in rubble ... there is almost no home that is undamaged. There remains harm and unexploded bombs across the region."

Recent Changes

Recently, aid agencies said small quantities of vital cooking gas entered Gaza for the initial occasion in seven months, along with shipments of wheat, grains and produce. The new supplies sent prices in markets falling.

At a mid-region location, a civilian said there had been noticeable change since the peace agreement.

"The markets are stocked with food, vegetables, and fresh fruit, although the costs are continuing to be expensive and not affordable for everyone," the resident stated.

Cold Season Needs

"Our most important needs currently, particularly given the coming of winter, are to have a tent to shelter us from the cold weather and warm garments because the stores do not have adequate garments for us or, if they exist, they are very few and prohibitively costly."

Nine internationally-backed bread-making centers in central and southern Gaza have begun working again since the ceasefire.

Support Transport

Vehicles were reported to have passed via the border access point from Israel to Gaza during the week, though specific quantities were unknown.

Israel's public broadcaster reported that recent aid deliveries would include food, treatment resources, fuel, cooking gas and tools to repair vital infrastructure.

"Humanitarian aid keeps coming into the Gaza Strip through the border access point and other crossings after Israeli security inspection," an government spokesperson commented.

Allocation Challenges

But tracking the number of trucks could be deceptive, advised a professional from an international NGO. "It's crucial to understand what is in the transports and their loading status for it to be a truly significant indicator," the official added.

Commercial operators are dispatching convoys of vehicles loaded with chocolate, fizzy drinks and treats, which have little nutritional value, while urgent medical support for young people or others who have gone without proper sustenance for an extended period are unavailable.

Medical Status

Throughout the main city, only few healthcare facilities are functioning, compared with many in earlier this year.

Many agencies have substantial resources in assistance materials stored around Gaza awaiting entry. An international organization assisting local residents across the territory for decades has three months' worth of sustenance for all residents in place to be transported.

"We maintain the materials, the tools and the expertise ... we just need the entry," said a humanitarian staff member, just returning from Gaza.

Political Factors

An international initiative details that "full" support should enter Gaza and be allocated through international organizations and relief organizations, without interference from both armed factions or state authorities.

This seems to prevent the disputed authority-approved relief agency which commenced activities in earlier this year, resulting in disorderly situations and numerous casualties as large groups of people gathered around its aid locations.
